This policy could require on board staff to carry their cell phones in special pouches or arm straps. It could also require on board staff to have their cell phones in airplane mode at all times. If the on board staff is uncooperative, Thomsonfly could institute a no cell phone policy for its on board staff.

You make very good points in your post. Like you, the first thing I thought of (because I've done it myself) is to call the cell, listen for the ring, then locate the phone. The only thing I can think of that may have kept this from working in this particular situation is if the phone was in the "silent" mode and they couldn't hear it ring. With a little research, I found that the pilot did have his phone on "silent" so our first inclination would not work. I also found that the incident in question happened in 2006. Since some phones were still analog prior to the total switch-over in 2008, the airplane mode would not have been an option (analog phones interfered with airplane electronics a lot worse than digital phones do). But, you still made a very good suggestion about the staff putting their phones on airplane mode at all times.

I also like the special pouches or armstraps that you suggested. If all of the on board staff followed that procedure, this issue would never have come up. The part about the staff tearing up the cockpit floor is simply ridiculous. You are correct; what in the world would the pilot be doing under the cockpit floor?

The story I read said the phone was eventually found "on the plane" after all passengers had been moved to a different plane. The story does not say if the phone was in the cockpit or somewhere else on the plane.

Emily, you made some very good suggestions about how to prevent the situation from happening in the future. Do you think any airlines are using procedures similar to what you have suggested? I sure hope they have something in place because I would hate to think I may be flying on a plane where a rogue cell phone belonging to a staff member is left on during the flight.
